Let me tell Japan's case.
Many universities exist in Japan as stars of night sky.
Do you know the truth of Japan?
Prosperity of Tokyo metropolitan city  is one of top level cities all of the world as you know.
But almost local cities of Japan turn to Ghost towns.
Why?
In Japan's case, Only more than 10 universities graduates can control Japan.
And almost of them live in Tokyo.
Japan's future is O.K.?
I must say NO.
Japanese people rebuild almost local cities.
If they succeed this big problem, Japan can prosper again.
